Spartanburg Breaks Ground on South Carolina’s First Joint Government Center

Local leaders and community members gathered to celebrate the groundbreaking of the new Spartanburg Joint Government Center. This transformative project will consolidate city and county government functions under one roof making it a first-of-its-kind in South Carolina.

The five-story, 215,000 SF complex will house the administrative offices currently located at Spartanburg’s City Hall and the County Administration Building, along with shared council chambers and spaces for public engagement.


This new center will bring together the current administrative functions of the county admin building and city hall to a one-stop location for residents to fulfill any governmental need.”

Mayor Jerome Rice added that the groundbreaking begins a new more convenient and collaborative way of doing local government in South Carolina.

The new center will include office space, civic functions, and outdoor public areas. A parking garage with approximately 1,000 spaces will also help support downtown accessibility and future growth.

A Strategic Investment for the Community

This landmark project is funded through the one-cent Capital Penny Sales Tax approved by Spartanburg County voters in 2017, which has supported a range of infrastructure and community development efforts across the region. Construction is underway, and the project team expects to complete the facility in 2027.
