Spartanburg County Emergency Operations Center

Spartanburg County’s new emergency operations center (EOC) serves as the county’s hub for emergency preparedness, coordinated response, and long-term resilience planning. The 14,000 SF facility houses administrative offices, training rooms, and secure storage for the emergency management services, fire marshal, and hazardous materials departments.

Command Center for Disaster Response

At the heart of the facility is a 3,000 SF emergency operations room. This dedicated command center can be activated immediately during natural disasters, hazardous material incidents, or other large-scale emergencies. To ensure continuity of service, the building also features a fully equipped alternate 911 call center. Integrated A/V systems connect teams in real time, while a training room can be reconfigured as a non-emergency call center or additional response space.

Emergency Operations Center Designed for Flexibility and Resilience

Although designed for 20 core personnel, the EOC can expand to support up to 100 staff members during emergencies. The building’s layered zoning provides operational security while allowing flexibility. Zoned spaces include public-facing areas for the media and volunteers, semi-public areas with training rooms and break areas and secure zones for 911 operations.

Resilient design features strengthen the facility against extreme conditions. The structure includes storm-rated masonry, missile-impact windows, and Risk Category IV seismic standards. Critical operations are protected with redundant power, mechanical, and data systems, as well as backup generators. Site grading and stormwater management prevent flooding and preserve site access, ensuring the EOC remains fully functional in severe weather.
