City of Columbus, Liberty Heritage Historic District Master Plan

The Liberty District Master Plan provides a resident-focused framework for revitalizing one of Columbus’s most historically significant African American neighborhoods. Once a thriving center of commerce, culture, education and worship, the district experienced decades of disinvestment, underused properties, and fragmented development.

Despite these challenges, its proximity to downtown and major civic destinations created opportunities for renewed investment. The master plan balances those economic opportunities with the preservation of the district’s cultural heritage and neighborhood identity.

Establishing a Shared Vision for the Liberty District

The planning team worked with city leaders, neighborhood stakeholders, property owners, cultural institutions, and community organizations to define priorities for the district’s future. Site analysis, stakeholder interviews, and community engagement established a shared vision for long-term revitalization.

The process focused on preserving the places and cultural assets that make the Liberty District distinctive. At the same time, it explored opportunities to support residents, attract businesses, and strengthen neighborhood sustainability.

Coordinating Preservation, Connectivity + Development

The master plan integrates urban design, land use, transportation, economic development, and historic preservation. Recommendations include the adaptive reuse of historic structures and the redevelopment of vacant or underused properties.

Streetscape enhancements improve walkability and connections to downtown and nearby civic destinations. Additional strategies address public gathering spaces, strategic infill development, parking, mobility, and zoning changes that support desired growth.

The plan also recognizes the value of anchor institutions and cultural destinations. These community assets can reinforce the district’s identity while attracting residents, visitors, businesses, and investment.

Creating a Practical Roadmap for Reinvestment

This master plan for Columbus identifies priority redevelopment sites, phased improvements and potential public financing tools. It also outlines opportunities for public-private partnerships that can move recommendations toward implementation.

Following adoption by Columbus City Council, the plan began generating visible results. More than $4 million has been funded for streetscape improvements, alongside additional investments in public amenities. Liberty Theatre revitalization and other redevelopment initiatives are also advancing.

The Liberty District Master Plan continues to guide reinvestment while protecting the neighborhood’s cultural legacy. Its coordinated approach provides a roadmap for sustainable growth and long-term community success.
