City of Conway, Entertainment District Master Plan

The City of Conway Entertainment District Master Plan explores how a former industrial site can become a new gateway to downtown and the riverfront. The closure of the Santee Cooper steam plant created an opportunity to transform approximately 12 to 15 acres along a major route to Myrtle Beach.

Following the successful revitalization of downtown, Conway wanted to build on that momentum while creating a destination with its own identity. The conceptual plan connects the highway, downtown, and river through an active district shaped by entertainment, public space, and economic development.

Creating a New Gateway for Community Life and Reinvestment

A major route to Myrtle Beach carries visitors through Conway but provides limited connections to the city’s downtown and riverfront. Redeveloping the former steam plant site can create a more visible gateway while giving residents a new place to gather, attend events, and enjoy the Waccamaw River.

Improved connections would make it easier to move between downtown, the proposed entertainment district, and the riverfront. This approach reinforces Conway’s water-oriented identity, supports local businesses, and expands both recreational and entertainment opportunities for the community.

Exploring Two Paths for Redevelopment

A collaborative master plan process produced two distinct concepts for the site. Both approaches emphasize connectivity, community activity, and a strong identity while responding to different development opportunities.

The first concept creates a sports and entertainment district anchored by a baseball field and multipurpose entertainment venue. Designed for regional events and year-round programming, it could provide a central gathering place while supporting tourism and community partnerships.

The second concept establishes a walkable, mixed-use district combining residential, retail, office, and public spaces. This approach supports economic diversity and incremental growth while preserving Conway’s character and creating an active public realm.

Connecting Community Priorities with Economic Opportunity

Both concepts position the former steam plant site as a link between Highway 501, downtown Conway, and the river. Public spaces, walkable connections, and a mix of activities could transform the property into a collaborative destination for residents and visitors.

This Entertainment District Master Plan gives Conway a framework for evaluating development options, partnerships, and future investment. It also demonstrates how urban planning can turn the closure of an industrial facility into an opportunity for stronger connections, expanded tourism, and a more distinctive community identity.
